INTRODUCTION

The Papers of David C. Hoeh came to the Dartmouth College Library early in 1985, a gift to the College from Mr. Hoeh. The Library concentrates heavily on collecting New Hampshire political papers, and as a former Congressional candidate from this state, Hoeh's papers are especially appropriate for Dartmouth's collection plans.

David C. Hoeh was born December 1, 1937, in Newton Highlands, Massachusetts. He graduated from the University of New Hampshire in 1960. Hoeh accepted an internship with the State of Massachusetts Commission of Administration and Finance while studying for his Master's degree (received in 1966 from Boston University), and in 1963 became a Community Planning Technician for the New Hampshire State Planning Project. Promoted to Principal Planner in 1965, Hoeh remained with the Project until 1967 when he became Associate Director of Dartmouth's Public Affairs Center.

David Hoeh's political experiences started in college, where he was active in campus affairs throughout all four years, culminating in his election as President of the Student Senate in his senior year. In 1962, he acted as Campaign Coordinator for Governor John W. King, and as a Campaign Assistant helped elect Thomas J. McIntyre to the U.S. Senate. He was Campaign Manager for Charles B. Officer's Congressional race in 1964, and was active in Democratic Party affairs.

In 1968, Hoeh was instrumental in persuading Eugene McCarthy to enter the New Hampshire Primary election, and became Chairman of the New Hampshire McCarthy For President Committee. As Chairman of the New Hampshire delegation at the Democratic National Convention in Chicago, Hoeh made national headlines by his arrest for trying to prove that the credentials machines used at the convention were fraudulent.

After McCarthy's defeat, Hoeh filed for candidacy for a Congressional seat from New Hampshire's 2nd district. The papers in this collection consist primarily of materials connected with the McCarthy campaign and Hoeh's own Congressional race. They include position papers, correspondence, clippings, reports, campaign materials, newsletters, press releases, pamphlets and brochures. Because Hoeh's wife, Sandra, was also heavily involved in Democratic Party politics, some of the materials in the collection are related to her interests rather than her husband's. These papers include materials from the League of Women Voters and the McGovern Campaign; Sandra Hoeh was Co-chairman of the New Hampshire McGovern For President Committee in 1972.

The Hoeh collection occupies 8 boxes or approximately 10 linear feet of shelf space. Patrons must receive written permission from David Hoeh in order to use his copyrighted dissertation, but no other restrictions on use of the papers exist. Further information concerning David C. Hoeh may be found in Special Collections in the Dartmouth College Library.
