The Office of Tests and Educational Research was established at Dartmouth College in 1938 upon the arrival of Clark Horton, who was hired to set up the Office and to direct a new program of educational counseling at the College. The Office's mission was to assist faculty with designing tests that would accurately measure how well students were assimilating material being taught.

Clark Horton was born in Crawford County, Ohio, December 22, 1900. He graduated from Ohio Wesleyan in 1926, and received his PhD from Ohio State in 1936. He came to Dartmouth in 1938 as the first director of the Office of Tests and Educational Research. Horton retired in June 1966, and died in December of the same year.
