It was during his time in Alaska that he became interested in the Soviet Union. He visited the country for the first time in 1974, when he traveled with his family on the Trans Siberian Railroad. In 1988, he lectured at Moscow State University and the Soviet Judicial Institute. Throughout the remainder of the 1980's and the 1990s, Ludquist organized, hosted and attended numerous meetings with Russian and American government officials, enterprise leaders and political leaders, including Miklhail Gorbachev and Alexander Sukharev.
